Santa Marcela is the youngest municipality in the Province of Apayao. It was created into an independent municipality on June 17, 1967 when several barrios were separated from Luna and Flora and constituted into the newly created town.

The municipality has a public market constructed by the Provincial Government of Apayao which is managed by the municipality. Many improvements to the public market through the Performance Challenge Fund (PCF) were already done earlier by the Municipality such as the construction of public rest rooms, concreting of public market grounds and portion of the public market access road.

The newest improvement was made possible through the P 3 Million 2016 PCF and additional P 240,000.00 municipal counterpart. Construction started on March 17, 2017 and was completed in May 29, 2017. It addressed several challenges such as the location of the wet market at the second floor which is not viable; the crowded space on the concreted public grounds; and the muddy and slippery access road.

The project opened opportunities to more local vendors to sell their produce allowing it to open daily, increasing source of local income of the LGU.

Vendors used to sell their products from their vehicles. There must be a permanent place where people can buy and sell their goods and services, said Edelmar Abalos, President of Santa Marcela Public Vendors Association in the local dialect.

The completed Fish Talipapa is expected to open once inaugurated on August 14, but the concreted local access road and the improved perimeter of the market are now servicing the farmers, merchants and consumers of Santa Marcela and the nearby municipalities of Apayao.# With reports from Michelle Bumatay, DILG Apayao
