The Department of the Interior and Local Government announced that vacancies in the Sangguniang Kabataan shall be filled up thru the conduct of special elections on or before January 20, 2019 or thirty (30) days after approval of the Memorandum Circular No. 2018-212 setting the guidelines in the nationwide conduct thereof.

Any registered member of the Katipunan ng Kabataan before the SK Secretary or Barangay Secretary is eligible to cast votes during the special election to be held in a venue identified by the Board of Election Supervisors consisting representatives of DILG, Commission on Elections and Civil Society or Non-Government or faith based organization.

Each set of Sangguniang Kabataan is composed of a chairperson and seven council members. The officials to be elected in this special election shall only be the number of vacant seats in the SK as available to complete the seven (7) members and the chairperson. It can be recalled that the synchronized Barangay and SK Elections was held on May 14, 2018 in all barangays but failed to complete the set of officers in many. There were positions that remained unfilled as a result of inadequate young people who filed candidacy. Vacancies to be filled up will also include those created by an SK official who refuses to assume office, fails to qualify, voluntarily resigns, dies, has become permanently incapacitated or is removed from office. There may also be vacancies as a result of the law of succession and of the failure of those who won the elections but were not able to complete the SK Mandatory Training.

A total of 819 barangays in the Cordillera Administrative Region have lacking Chairpersons or SK Members. The Special elections hope to complete the sets of SK Officials in 105 barangays in Abra, 100 in Apayao, 121 in Baguio City, 112 in Benguet, 135 in Ifugao, 122 in Kalinga and 124 in Mt. Province.

The move to complete the lists is based on the bidding of Republic Act 10742 or the SK Reform Act of 2015 establishing reforms in the SK and creating mechanisms for meaningful youth participation in nation building. A special election is necessary to fuel Sangguniang Kabataan as a local council meant to represent the youth in the barangay. ### DILG-CAR, LGMED
