Work for the P 56 M project improvement and upgrading of Guinaoang- Suyoc- Gambang Provincial Road in Mankayan, Benguet officially started with the ground breaking ceremony last May 2 at Taneg, Mankayan. Residents from three barangay beneficiaries stood as witnesses with Gov. Nestor Fongwan, Mankayan Mayor Materno Luspian and DILG Benguet Provincial Director Rufina Fegcan as guests.
Of the P 56 M project cost, about P 11.365 M is the provincial government’s counterpart while more than P 45.461 M is from the Konkreto at Ayos na LanSAngan: ang DAan Tungo sa Pangkalahatang Kaunlaran or KALSADA program of the national government.
Funds for two projects under the KALSADA program was directly downloaded to Benguet provincial government upon the endorsement of the Department of the Interior and Local Government (DILG). The program hopes to enhance local government systems, processes and practices in local road management with DILG extending technical assistance.
The other project is the rehabilitation and improvement of the Halsema-Madaymen provincial road worth P 53.378 M -- P 42.7 M of which is KALSADA fund and P 10.6 M as the provincial government’s counterpart.
KALSADA is a provincial road rehabilitation and upgrading program for provincial governments that passed the criteria for eligibility which includes the 2014 Good Financial Housekeeping (GFH) Assessment of the DILG and readiness criteria. Benguet is among the 73 provinces nationwide who qualified for the program.
Eligible road works include upgrading (gravel to concrete), improvement or road widening and drainage improvement, expanding earthworks, geometric design improvement and major slope protection, and rehabilitation or replacement of deteriorated drainage/ damaged pavement.
Through the development of all provincial and local roads, the government hopes to achieve significant improvement on budgeting for the road sector, strengthened capacity of provincial engineering offices in road design, road management and major increase in capacity of provincial government to generate income.# DILG Release
